What the prospect agreed to

Every lead starts with a person filling in an enquiry form about buying property. Before they submit it, the form tells them who is collecting their details, that those details will be shared with up to three licensed real estate brokers, and that those brokers may contact them about their enquiry by phone, WhatsApp or email.

We store that wording and the time it was accepted alongside the lead, and a lead is never shared with more brokers than its wording allowed. If you ever need to show why you contacted someone, ask us for the record.

Our side of the arrangement

  • We tell prospects their details go to up to three licensed brokers
  • We keep the consent wording and timestamp per lead
  • We sell only to licensed real estate professionals
  • We hide a prospect from every buyer once they ask to stop

The rules, as published

We are a lead supplier, not a law firm. This is a plain summary with links so you can read the originals.

Cold calling
Dubai Land Department’s Circular 02-2026 prohibits brokerage offices from obtaining owner or investor data through unlawful means and from unsolicited contact to market or purchase property, with an exception for clients with documented prior transactions. Listed penalties include suspension and a fine of AED 50,000. The circular does not describe how it treats a person who has submitted an enquiry and agreed to broker contact, so we do not claim it endorses any lead product, including ours.
Telemarketing
Federal rules in force since August 2024 require approval for telemarketing, restrict calling hours, require company-registered numbers and establish a Do Not Call Registry. They apply to how your team makes calls, whatever the source of the number.
Data protection
The UAE Personal Data Protection Law (Federal Decree-Law 45 of 2021) is built around consent that is specific, clear and provable, and around telling people who will receive their data. DIFC and ADGM have their own regimes.
WhatsApp
WhatsApp requires that people agree to be messaged by a business, which is why our consent wording names WhatsApp. Messages sent from the CRM go from your own number, so WhatsApp’s business terms and the telemarketing rules above apply to your team. Do not send bulk or unrelated marketing.
Property advertising
Advertising a specific property or project in Dubai requires a permit from Dubai Land Department. That is why requests for leads tied to one named project are confirmed case by case rather than promised on a web page.

What you may do with a lead

Use the contact details to respond to the enquiry the person made. That is what they agreed to.

  • Contact them about buying property, within the calling rules that apply to your office.
  • Keep the lead inside your brokerage. Do not resell it or pass it to third parties.
  • Do not add them to unrelated marketing lists.
  • If they ask you to stop, stop, and mark it in the CRM. The person is then hidden from every broker who received them.

Permitted use is part of the terms you accept at checkout, so your team has it in writing.

Common questions

Can my team call or WhatsApp these prospects?

The prospect agreed to be contacted about their enquiry by licensed brokers, and that is the basis you are working from. How you contact them still has to follow UAE telemarketing rules and Dubai Land Department requirements. If in doubt, ask your compliance officer before you start.

Is this allowed under Dubai’s cold-calling rules?

Dubai Land Department prohibits brokers from obtaining owner or investor data unlawfully and from unsolicited contact. A supplied lead is different in kind: the person submitted an enquiry and agreed to be contacted. We explain what the rules say, with links to the official sources, on our compliance page. It is information, not legal advice.

What may we do with a prospect’s details?

Use them to respond to the enquiry they made. Do not resell them, add them to unrelated marketing lists or pass them outside your brokerage. If a prospect asks you to stop, stop, and mark it in the CRM so we can record it for everyone.

Who can buy?

Licensed real estate brokers, brokerages, sales teams and developers operating in the UAE. We ask for your brokerage name and licence details at checkout, because prospects were told a licensed professional would contact them.

Leads with a consent record behind them

Every lead in your CRM carries the wording the person agreed to and when they agreed.
